Why does Germany issue by far the most EU Blue Cards to skilled workers?

The EU Blue Card, a work and residence permit for skilled workers from outside the EU, is most commonly issued by Germany compared to other EU countries. Despite its popularity in Germany, the card remains limited in numbers due to higher salary requirements and employer-friendly terms, such as allowing up to three months to search for new jobs after losing their current one, along with social security benefits during this period. Other EU nations have also been adjusting Blue Card rules to attract skilled workers, but Germany’s unique policies may help it maintain its lead in issuance unless changes occur.
