Japan set to fine cyclists on the spot for rule violations from 2026

The government has proposed revising road traffic rules to impose fines on cyclists for violations, with penalties comparable to those for mopeds. The new measures will go into effect in 2026 after public feedback is gathered online, email, or post between April 25 and May 24. The strictest offense, such as riding a smartphone, could result in a ¥12,000 fine.
